Penelope as Yenny

No, David Alvarez did not draw this. If your familiar with the work of he is a penciler for Loony Toons comics. I know of at least two instances where he as drawn a Pepe la Pew/ Penelope story. David Alvarez also has a popular character of his own called Yenny . The joke is that Alvarez is so comfortable with drawing Penelope that he starts to dress her like Yenny. Penelope sees the signature and understands why she looks like she does. Not really a joke. More of a musing.
